About

History
The South 27th Street Corridor (State Highway 241) covers a six-mile area at the southern end of Milwaukee County, between West College Avenue and the Racine County line. This segment is between the cities of Franklin and Oak Creek, Wisconsin, where community leaders recognize the corridor’s potential. Strong interest from developers and the business community will result in additional development opportunities and create a more economically vibrant corridor.
Economic development
Planning for the future of South 27th Street includes:
- Increasing the quality and quantity of employment opportunities
- Expanding the tax base
- Providing retail and service amenities
- Enhancing aesthetic attractiveness
- Developing in a consistent and coordinated manner
South 27th Street also plays a significant role for the economy and transportation of the larger metropolitan Milwaukee region. Therefore, it’s important for the planning process to involve public and private representatives from within the two communities, as well as the region, including the Wisconsin Department of Transportation, Milwaukee County, adjacent municipalities, the Milwaukee Metropolitan Sewage District and the Oak Creek-Franklin School District.
The plan
When the South 27th Street Corridor Plan was adopted in 2005, the cities of Franklin and Oak Creek also adopted the Wisconsin Department of Transportation WIS 241 (South 27th Street) Access Management Plan. After more than two years of work, the Franklin and Oak Creek Common Councils adopted the Streetscape Manual, which further defines the vision and describes expectations of the two cities. This collaborative effort is being led by the consultant design team and the Joint 27th Street Steering Committee.
The future
New developments within the South 27th Street corridor include the six-story Wheaton Franciscan Healthcare Medical Center, the Phase II office complex at the Northwestern Mutual Franklin Campus, the Liberty Corporate Preserve in Oak Creek and a new five-story Staybridge Suites Hotel.
